Executive Director, State Health Benefit Plan

DCH is currently seeking a qualified candidate for the Executive Director position of the State Health Benefit Plan (SHBP) Division. The Executive Director position reports directly to the Chief Health Policy Officer. The State Health Benefit Plan provides health insurance coverage for approximately 680,000 state employees, public school teachers, public school employees, retirees, and covered dependents. Executive Director, State Health Benefits Plan (SHBP) position overview: The Executive Director is responsible for the strategic direction, leadership, and oversight of the State Health Benefit Plan. The key responsibilities include: Strategic oversight of the plans three units: Clinical, Quality, and Outcomes; Eligibility and Benefits Administration; and Third Party Administrators/Communications Develops and maintains effective relationships and communication with key stakeholders, plan administrators, consultants and vendors Monitors and evaluates plan administration by third party vendors to ensure quality service delivery, fulfilment of contractual obligations and prompt resolution of problems Closely works with the Executive Leadership to define and execute the plan’s mission in accordance with its statutory responsibilities and the health insurance needs of its members Conducts or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines Understands and interprets state and federal regulations, policies, and legislative action Provides oversight of annual open enrollment. Ensures that employees can: change their health insurance plans; are provided with well-written material on health plans; and can access representatives to have questions or concerns addressed Prepares and analyzes benefit plan utilization and financial reports. Ensures that Benefits revenues/expenditures are tracked on a monthly and annual basis. Provides recommendations to Chief Health Policy Officer regarding benefits costs, new benefit plans, renewals and the need for outside consultants Makes presentations before and responds to inquiries from the DCH Board, the SHBP Advisory Council, and a myriad of other interested stakeholders Oversees the procurement of the plan’s third party administrators and other service providers, and works closely with the plan’s consultants and actuaries to ensure adherence to internal procedures Maintains policy and plan documents, ensuring compliance with all benefits policies and plan documents as well as benefits-related federal and state regulations such as HIPAA, COBRA, FMLA, etc. Works well and in coordination with other Divisions and Offices in the areas of budget, communications, human resources, etc. Develops standard operating procedures and recommends and implements process improvements Interviews, hires, directs, counsels, trains, evaluates the performance of, and when necessary, disciplines and discharges employees Performs other duties as assigned
