Head Start Fiscal Grant Accountant

OFFICIAL TITLE: Head Start Grant Accountant II

SALARY RANGE : $53,000
– $60,000

TERMS OF EMPLOYMENT: Full Time Exempt

SUMMARY DESCRIPTION:

The Grant Accountant is responsible for the fiscal management of Head Start and other grant funded programs, as assigned.

The fiscal management of grants includes budget management, oversight of grant activity and coding, processing invoices and accounts payable, review of payroll information and related allocations, project time tracking, and financial reporting in accordance to GAAP, Agency policies and standards, and grant funding requirements.

Position consists of: 70% Grant Accounting, 20% Account Reconciliation, 10% Accounts Payable.

PERFORMANCE RESPONSIBILITIES:

Work Standards
Responsible for grant accounting functions, preparation of required grant reports and financial documentation maintenance
Prepare bank reconciliations, journal entries, and month end close
Analyze trends in budget expenditures, make recommendations for streamlining costs or program improvements
Review reports for consistency, accuracy, and compliance with funding sources
Review compliance reports and respond to inquiries in a timely manner
Continuously identify and implement work process improvements to streamline accounting methods and processes to ensure efficiency and effectiveness
Maintain calendar of grant renewals and grant reporting deadlines; provide analytical support in year-end audits, as well as audit preparation
Maintain the security and confidentiality of all Agency and grant accounts and records
Other duties and special projects as assigned

Fiscal Management

Review credit card coding monthly to identify errors, and coach/train staff on corrections

Manage general ledger accounts and required entries for assigned areas such as grants account receivable, and revenue and G&A
Draw down funds as incurred for timely reimbursement to the Agency
Oversee grant compliance and processes as it relates to grant accounting; assist in monitoring compliance with grant contracts and government guidelines, ensuring compliance with funding source and administrative guidelines by monitoring and ensuring timely receipt of revenue, accurate submission of financial reports, Uniform Guidance audit, and orderly closure of project

Teamwork
Prepare and distribute financial and cost reports to grant funding sources, as well as internal departments and stakeholders; organize and prepare federal, state, and other budgets and financial information for grant funding sources
Cross-training staff as needed for individual and team development, inclusive of training and support to other Grant Accountants on team
Develop and maintain strong working relationships with management and internal and external customers to ensure program needs, goals, and objectives are being met
Work closely with the team leadership and staff and other departments to ensure the financial management of the grant is operating in a manner that is consistent with the Agency’s fiscal philosophy, Agency’s policies, and grant requirements, as well is operating efficiently and effectively

Building Relationships
Aid business partners as it relates to grant project activity and reporting

Communicate with federal grant personnel to ensure compliance with program reporting requirements and deadlines

Manage relationships with external vendors for the grant for optimal service
Actively participate in exhibiting cultural awareness and sensitivity when interacting with staff, and the community
Work as team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and is consistent with Agency policies and practices

KNOWLEDGE, ABILITIES, AND SKILLS:

Minimum Qualifications
Experience in supporting internal teams with a customer service approach
Proven skills in written and verbal communication, especially interpersonal skills
Integrity, professionalism, and dedicated work ethic

Personal and professional confidence accompanied by a sense of humor and empathy toward others
Self-motivated and proven ability to work as a member of a high-performance team
Advanced level of proficiency with Microsoft Office programs
Strong written and oral communications skills
Ability to manage multiple projects simultaneously
Strong organizational and analytical skills
Able to read and understand technical forms and financial reports
Willingness to establish and maintain effective working relationships
Sound knowledge of the accounting software

Preferred Qualifications

Previous experience working with governmental grant accounting

EDUCATION, TRAINING, AND EXPERIENCE:
Bachelor’s degree in Accounting, Finance, or related area of study; additional years of experience will be considered in lieu of required education
4 years of accounting experience
Working knowledge of GAAP (Generally Accepted Accounting Principles)
